congress can put aside campaign bitterness to reach a deal avoiding the so-called fiscal cliff. last night house speaker john boehner said he's optimistic about an agreement telling abc's diane sawer he's the most reasonable responsible person in washington but he's also not backing off his stand on tax hikes. >> raising taxes on small business people is the wrong prescription given where our economy is. >> is it on the table to talk about. >> i made clear yesterday that raising tax rates is unacceptable. frankly, it couldn't even pass the house. >> at issue here, a perfect economic storm that could have serious consequences. nbc's andrea mitchell breaks it down for you. >> reporter: the campaign was tough. victory was sweet. now comes the hard part. >> on january 21st, 2013, there's going to be a massive fiscal cliff. >> reporter: so what exactly is

the fiscal cliff? it's a nightmare combination of tax heights and spending cuts that congress agreed to to force themselves into a compromise but so far they haven't agreed on anything so barring a last-minute fix at the stroke of midnight on new year's eve the tax cuts expire, alternative minimum tax kicks in, more than half the families with two children would oe 4,000 more. on top of that, the 2011 temporary payroll tax cut would expire. so add on a 2% tax increase for most workers. then there would be automatic spending cuts in 1,000 government programs, defense, welfare, extended unemployment benefits. everything from veterans benefits, social security. that would act as a brake on the economy, throwing it back into recession and could cause a market crash. >> nbc's andrea mitchell

reporting. today at 1:00 p.m. eastern president obama will lay out the first steps since his re-election to help avoid this. nbc's tracie potts has the latest on that. >> reporter: in that speech, there will be a speech, there will be no questions from the white house, the president will urge congress to do one thing immediately, extend the bush tax cuts. that means your tax rate would not go up as of january 1st. but beyond that it's still vague. we are told that he won't pitch a specific plan but he will urge congress, republicans and democrats, to cooperate to avoid that fiscal cliff that andrea was just talking about. we will also hear today, in fact before the president we'll hear from house speaker john boehner on what republicans will do, how far they're willing to go. as you heard there yesterday, he talked about possible tax revenue but conservatives say he later clarified in that

interview he was not talking about raising taxes on the wealthy which is what the president had proposed. what republicans want to do is implement some policies, the idea being if the economy grows people are making more money and that will create more tax revenue for the government. lynn. tracie potts for us in washington. tracie, thank you. here's a side of the leader of the free world. this happened on wednesday as the president thanked staffers from his campaign headquarters. this is new video from his campaign. take a listen. >> you guys worked for what i'm doing. i'm really proud of that. i'm really proud of all of you. and what you -- [ applause ] >> very emotional moment for everyone there. well, we shift gears.

after nearly being killed by jared loughner, former arizona congresswoman gabby gifts came face to face with him in a tucson courtroom yesterday. loughner was sentenced to seven consecutive life terms. her husband, mark kelley, told loughner, quote, you may have put a bullet through her head, but you haven't put a dent in her spirit. kelly also blasted arizona governor jan brewer as secless with her response to gun violence. kelly will sit down with savannah guthrie. more than a week after hurricane sandy, drivers are still feeling the effects and frustration with long lines for gasoline. now new york city and long island officials are following new jersey's lead with fuel rationing. meanwhile, buyer be wear if you're in the market for a new or used car in the following years.

just like in hurricane's past, sandy left behind lots of soaked and sand-filled cars. >> the estimate is that there's at least 16,000 new cars that were damaged and up to 250,000 used cars. >> reporter: and guess where they thought they will end up. >> put-back in the market. >> reporter: so what do you do? >> the number one thing for anybody looking to buy a used car is to pull a vehicle history report. >> reporter: also let a mechanic you trust take a look at it or at the very least inspect the car yourself and include a smell test. >> the odor because when a car sits in standing water, particularly in saltwater, that car will take on a smell that's very difficult to get rid of. >> reporter: look for debris or waterlines inside the car, the trunk, and engine compartment. dingy headlights and taillights could be a hint that the car's been underwater. plus, keep in mind that there's nothing illegal about selling a once flooded car provided you know that before buying.

>> if you get a really, really good deal on it, it might still be a good deal on it. >> reporter: but if you have doubts, don't get soaked, walk away. that's interesting. you don't think of how many different facets of our lives weather really impacts. let's check in with nbc meteorologist bill karins who's tracking all the different weather stories. >> are we really important? wow. >> i thought you were just my side kick. >> i didn't know i was that. promotion. >> promotion. >> well, good morning, everyone. as far as the weather goes across the country, pattern change. welcome for some and not so welcome for others. we're finally getting rid of that big trough that sandy created on the eastern half of the country that brought all the cold air down the eastern seaboard. that is going to be kicking back in the next few days. the response will be the building high pressure across the country. that means the warmer air surging through texas and kansas will eventually begin to move all the way across the country.

60s this morning in dallas, 30s in minneapolis, many areas of the east coast are in the 30s and 40s. as the weekend goes through the warm air will move across the nation. some of the worst weather will be found in montana, north dakota. snow is flying. blizzard warnings for the northeast sections. great falls has snow. rain around pocatella. that will be the trouble spot. northern rockies, trouble area, six to 12 inches widespread. up along the ka nad yan border, significant snow too. cold start for the eastern half of the country should be a nice warmer finish and the weekend looks even better. here's a look at the weather outside your window. sunshine in philadelphia, 53 degrees today. still a relatively cold day for this time of year. you should be getting up into the 60s pretty soon.

classified information. in an unprecedented event. a u.s. drone was fired at. the shots missed and the drone was unharmtd. next week a house panel will hold a hearing on the september 11th attack on the u.s. consulate in benghazi that left ambassador chris stevens and three others dead. cia director david petraeus and james clapper are scheduled to appear. well, wall street was down for a second consecutive day. a triple digit drop for the dow opening at 12,811. the s&p tumbled 17. the nasdaq sank 41. overseas trading closes out the week in tokyo. the nikkei dropped 79 points while in hong kong the hang seng slipped 182. investors will be hoping for a rebound today to close out this wild week. amazon.com is giving it another go at selling wine but only in 12 states and the district of columbia. their first attempt failed because of regulations over the sale and delivery of alcohol across state lines.

walmart has already started their hot sales promotions for the holidays. i know, it's already that time. i can't believe it. and the stores will be open smart investment for him. well, kroger supermarkets with 2400 stores nationwide have started a hiring our heroes program. the company set a goal of hiring more than 100,000 military veterans by 2020. kroger already has over 10,000 vets working for them now. not to worry, everyone, james bond is still a martini drinker. but heineken beer paid over $43 million for placement in the new "skyfall" movie. ads for the beer include scenes

welcome back to "early today." time to take you through your weekend forecast. things to watch, the east coast. watch your temperatures jump. in the middle of the country, watch the wet weather arrive. let me take you through it. today the worst of it in montana and idaho. as we go into saturday, the big storm in the west begins to shift into the northern plains. showers even possibly thunderstorms on that cold front

from the areas of minnesota south wards down towards kansas city and then the storm is in the cold front and it really surges across the country as we go into sunday. it could be a soaking rain along that cold front early in the day in texas and then from chicago all the way down to louisiana. notice the east coast, lynn, back up into the 60s. all that snow should be gone. >> a little relief. much needed. bilg, thanks so much. this weekend's box office sees one release. this is the only one we need. it's bond. >> you are so excited. >> james bond in "skyfall." it's the 23rd film in the franchise, yes, bill, i am excited.
